You can never stop the weeds (existing vegetation), you can only slow them down. Woodchip are a great tool to mimic the forest floor. When covering the no dig garden with woodchips the soil turns from a bacteria dominated to fungi. This favours woody plants and so we transition from a no dig garden to a no dig forest garden full of perennials.
